Sure. Randal seems keeps interpreting what I say to mean that I think
labeling is stupid, or not required, or something (and that I am annoyed
with him). None of which are the case - I've appreciated his posts, and
especially that he makes the effort to supply cites, and agree that
labeling is probably required under law (as opposed to bullshit agency
rules) and is a good idea anyway. What I don't agree with is  the leap he
keeps making from the modest labeling requirements in the fed. regs to
defending IANDI's 6"x24" tank wraps. I think it would make more sense for
the agencies to simply go along with the fed. regs, and accept any
reasonable label rather than insisting it should be their own special
design. I would suggest a small, cheap, throw away sticker - like the
idustrial gas suppliers use - that the shop could stick on free of charge
when there's any doubt in their mind that the tank is properly label, and
could be removed later when the contents changed.

Incidentally, a while back I contacted several of the tech agencies to try
and find out just what their standards were, in regard to labeling,
cleaning and air quality, so I could avoid mixups like the one that started
off this thread. None of them replied, as least, not by sending me the info
I was asking for! They either didn't answer or sent me their basic course
info package.
 Their attitude seemed to be "if you want to know that, take our course".
So even while they are insisting we must all play by their rules, they
consider those rules proprietary, want to be paid to tell us what they are!
If they were as concerned with safety as with profit, you'd think they'd
freely share their standards, and their rationale for them, so everyone
could get into conformance instead of having to deal with bullshit
surprises whenever we go for fills.

Now a question for Randal, if he is still following this thread. If fed
regs require all HP tanks to be labeled for contents, and violation is so
drastic an offence, why is it I never see contents labels on SCUBA tanks?
