This is exactly the reason. Hypoglycaemia (low blood sugar) can lead to
unconsciousness, sometimes with no warning. Any cause of impaired
consciousness underwater is potentially rapidly fatal.

All diabetics, however, are not the same. Some can probably dive quite
safely, and others clearly can not.

Diabetes was implicated in Ian Rolland's death whilst using a Cis-Lunar
rebreather earlier this year (see recent discussion here). He was
apparently a newly-diagnosed diabetic, who may not have learned to
recognise the warning symptoms of hypoglycaemia.
