Any cause of impaired consciousness underwater is potentially rapidly fatal. All diabetics, however, are not the same. Some can probably dive quite safely, and others clearly can not. Diabetes was implicated in Ian Rolland's death whilst using a Cis-Lunar rebreather earlier this year (see recent discussion here).
