NAFTA doesn't force manufacturers to do anything. It allows them to do certain bi-national things, but they don't have to if they don't want to. In this case, it appears that Pressed Steel doesn't want to mark according to Canadian standards, which involves marking pressures and sizes in metric measurements. I agree that the rational approach would be for each government to accept the other's markings, but that is asking much too much of the canadian government. I believe that the US government will accept the Canadian markings, though.
