A few weeks ago I happened to be talking to Fred Brown, manager of Aquarius SCUBA in Toronto, and he tells me that under the terms of NAFTA such things aren't supposed to happen. His understanding is that manufacturers in both countries are now legally required to certify to both countries' standards, so he's going after them. I'm of the opinion it would have made more sense just to bring the two sets of standards into sync with each other, but if there's one thing we can trust our governments to do it's to put the onus on somebody else. There's also the problem that any regulation you think should work to your advantage will in fact turn out to be a shifting target.
