That's mostly the case. The safety investigation folks are officially not
permitted to talk to the ones charged with more "prosecutorial" duties save
for statements of objective fact. That way, opinions on the safety details
of the pooch screwing can be made without the fear of the hammer coming
down.

In my particular case, they believe me. (which always worries me!)
