I suppose that for the NAVY's program to work, there must be some mechanism that makes sure that someone who screws the pooch and admits it istn't too much penalized for it. I dunno, but I guess that many who'd fear being barbecued =E0 la sauce Irvine would think twice about admitting their fuckup...
