Only two of them are bailouts - those are the two that come home full. 
Another one is heliox, and I only need 100psi out of that one.  I use the
others about 50% of the way.  How many cyliders do you use on a typical
400 foot dive?  I'll betcha it's more than three, and I'll betcha they
hold more gas than my ponies do.

Maybe - for scooter dives...in a cave...etc., etc.

Dual manifolds are for people who can rely on buddies, and who can 
reliably return to non-carried stage bottles.

Discussing an optimal configuration for a certain set of conditions as if 
it was the optimal configuration for all conditions fucks people up just 
as much.

And you need to point out that you are diving in an environment where the 
buddy system can work reliably, and where you don't need to carry all the 
gas you need with you because the way home is pretty much always gonna be 
the way in, which means you're not likely to miss staged bottles on the 
way back out.

The rest of the world requires essentially the same things, but in 
addition cannot always rely on staged cylinders, or the buddy system.
