Have a look at the Scubapro safety sausage.

It is sturdy construction, weighted open end with lift bag
like straps.

You can use it as a surface deployed safety sausage, you can
launch it from depth as a drift deco line (the weights at the opening
keep it from dumping at the surface), and at a pinch you can use
it as a light lift bag.

It comes in a small velcro'ed pouch that you can
clip on to your BC. And it is cheap ! 

What more could you want, it is almost Hogarthian. 
(Doesn't work in caves though)
