George, (1) Diving far from home, you can neither accurately predict the conditions you will find, nor the expertise of those handling the boats. Because you've spent the money to get there, it's a calculated risk. I'd rather be prepared with the right equipment for the job. Surely *that's* Rule 1. (2) Last year diving the Bat Islands in Costa Rica, in a force 4 gale, with live-boat exit and boardings, our group was split into several buddy pairs. I stuck with my buddy and the guide. We surface about 100m from the boat, who could not see us with the wave action. There was no way that I wanted to swim towards a boat whose engine was running and who did not know where we were in the water. Inflating my ScubaTuba (dayglo orange, cheap and five foot tall) which I always keep in a pocket - folded it's only about 6"x2" - got us all the attention we needed. So we shouldn't have been there; we should have aborted the dive? We all got back safely and I got some great footage of bull sharks. The signalling device just made it all easier.
