Right.  This "back a bit" thing is the wrong thing to train.  It can cause
confusion on whether the tap is open or closed.

All you need to train people to do is not to force the tap in either direction
and to open valves fully.

If the knob won't turn any more, and you can breathe without the gauge moving,
it MUST be fully open, regardless of whether the person checking your air knows
which way to turn the knob.
