My guess would be it helps hold the O-ring flush as the case is screwed down,but that's just a guess,maybe someone else knows for sure.In regulators,some piston types have a similar arrangement called a "wiper ring",which helps keep an even layer of lubrication on the piston cylinder,but since yours is essentially a static o-ring,not sure this would apply.
