Just some info from The Introduction to Enriched Air Diving manual: Page 44: "We, as divers, should never consider the transfer of pure oxygen into a scuba cylinder." "Many "basement geniuses" think that this information does not preclude them from adding 300 or 400 psi of pure oxygen to an empty or partially filled scuba cylinder and then "topping off" with air." So "as divers" we should not do partial-pressure fills, but a certified gas blender can still do them. These statements are consistent with other statements in the book (all over it as a matter of fact) that any O2 > 23.5% should only be handled by a certified gas handler and then only in equipment that has been properly prepared. Page 37: "Do not contact pure oxygen with conventional scuba equipment unless the equipment is rated for oxygen service by the manufacturer [me: or has been properly prepared for O2 service]. Leave the handling of oxygen to properly trained ANDI Service Technicians and Gas Blenders." So I get the impression that ANDI does not say that partial-pressure fills are a no-no per se. They are only a no-no if you are not a certified gas blender and/or using equipment not properly prepared for O2 service. Anyway, that's what I have from my manual. I haven't seen any other ANDI stuff so I don't know if there are contradictions to this in other materials. I am not necessarily defending ANDI (I was really disappointed with the instructor I had...I knew more about the materials than he did), but I do find the manual to be consistent with practices.
