I've heard this a number of times, and have also heard that the European tanks have thicker walls, are tested to different standards, are made from different alloys, and so forth. I don't doubt you, Bob, but are you sure that they are actually the same tanks, and not just made by the same manufacturer? If so, how? (I also know that the cave community does overfill relative to US rating in practice - and I don't think that there have been any steel tank failures, although there were some problems with AL tanks a while back - another reason to avoid AL tanks if you overfill relative to ratings).
