It does nothing to limit content, or conversation, or prevent any individual from posting their views. It does nothing to enforce political correctness. Agreed. I haven't been on CIS, and I'm not advocating anything from the CIS "atmosphere" to come over here. But unless you have a hidden agenda against stopping the fakes, you mis-understand PGP.
