the problem with trying to buy tanks without valves is a marketing one. most of the time us dive stores buy their tanks from the scuba equipment manufacturers (companies that manufacture valves but not tanks). these manufacturers obviously only want to sell tanks with valves as otherwise they are not moving any of their own product. for that reason they will only sell to us, the dive stores, with valve or the credit they'll give us back on sale of tanks without valves is so minimal that it's just not worth us doing it-as an example if i buy aluminium 80 cuft tanks without valves my supplier credits me $12 for a $70 valve! pretty much the only time tanks can be bought economically without valves is in the case of drop shipments of aluminium 80 tanks where dive stores can buy quantities of 42 or more tanks direct from the TANK manufacturer without valves. therefore it will sometimes be possible to purchase this size of tank without a valve at a realistic price but in general the chances of buying any other size for less than silly money are very remote. there is NO requirement for tank and valve to be purchased together from a safety, inspection or test point of view although obviously if you buy tanks and valves separately a dive store will need to visually inspect the tank, install the valve and sticker it to indicate it's ok regards tony
