Deco bags (or delayed SMBs as they are now called) have been in use in the
UK for many a year. The only differences from your dreams are that the
water is a little warmer, 6-16 deg C, and the waves can be rather higher.
Hence the use of tall very thin buoys that ride the waves better. Also,
when going deep, check you have enough line to send up the buoy from your
first deco stops (30m?), so the buoy surfaces where the boat can see it,
before you drift too far away.

What would you do if you were on a wreck dive, and when you got back to
where the shot line/ boat anchor should have been, it wasn't there?

Happy diving,

Dave.
