Carl, I would have thought this myself, but from what I have heard, Grand Bleu has already sold over 2000 Fieno rebreathers in Japan , and apparently the gas association is so powerful in Japan, that safe regulation is working quite well... and Japanese divers are getting what they want (in terms of access to re-fills). When they expand to the rest of the world they will have to address your concerns, and will not have the same control of the refils as they do in Japan---this may mean they will have less flexibility outside of Japan (meaning more diver inconveniance, but continued safety), but I guess we will be finding out soon.
