Bill, the bands are generally mounted as high on the tanks as possible to give head clearance. The solution to reaching the valves is to make the shoulder straps a little looser. This allows you to move the tanks up and to the side to reach the valves. As the dry suit inflates, you are held tighter by the harness, so loosen those straps and see what happens. If you have trim problems, try moving the BC in relation to the back plate.
