I have never heard of the cerebral vasculature being affected by blood flow requirements to skeletal muscles in the medical literature, however, it does occur in the gut vasculature, and it is possible that a reduced venous return to the right side of the heart could cause a transient drop in cardiac output that could reduce blood flow via the carotids to the brain.
