Here is what's required for the course as per TDI standards:

A. Bottom mix cylinder(s)
   ...

B. Travel mix
   ...

C. Decompression cylinders
   ...

C. Regulator(s)
   ...

D. Buoyancy compensator(s)
   1. as appropriate for equipment configuration

E. Redundant Depth and Timing Devices
   1. air decompression computers allowed for use as depth and timing devices

G. Redundant Light System (if needed for site conditions)
   1. Adequate for the openwater environment

etc etc...

As per the standard, there is no specified requirement for dual BC.  It
seems to be optional depending on requirements for the dive (ex.: if diving
dual Beuchat 140 with no exposure suit -just to exagerate a little bit ;)

I understand that at least two depth mesuring devices and two timing devices
are required.  There is no requirement for dual-mask as per the standard (at
least, this is not specified).
