If the hull / torch body / etc is completely rigid. If it is so deep that the casing would collapse if it was filled with 1 bar of air, but it is actually liquid-filled, then (surrounding pressure) minus (maximum pressure that the casing could withstand if filled with 1 bar of air) is being exerted on the casing's contents, it seems.
