A mask strap "over" the hood could result in a loss of the mask if the long hose is deployed in a Hogarthan style, and/or the receiver knocks it off grabbing for the regulator, therefore making a already stressful situation more stressful. A desperate out of air diver counting on a blind man/woman to save him (a bad stew, made worse).
