The Nitrox label works as an indication that the tank has been O2
cleaned.  You remove the label and a store will probably require that
you O2 clean it again.  They could have anything in the tank, an old mix
that wasn't used or may be just plain clean air.

As for the doubles... there are plenty of people that only have one set
of doubles... and if they occasionally dive Nitrox, those tanks will be
labeled.

Besides some people dive Nitrox as a rule.  After all the closer you are
to the surface, the safer it is to dive Nitrox  ;-)
