The safest thing to do is to own your own equipment to pump and analyze 
gas mixes and stop using dive shops altogether. Further, to keep 
control of your tanks on a boat or other public facility use a valve lock 
that only you know the combination to or store them in  
Porto-Safe-T-tank lockers. Just before a dive use Aqua Clear's Positive 
ID Mirror View to determine that it is you who are using your tanks. 
There is not much more a diver can do.
