Bob Favorite p.s. to be filled in my area a tank has to have a tag marking %O2 and some distinguishing marks that it is O2 clean. The main risk from a non-clean tank isn't to the diver but to the person filling and the shops want to know the tank won't go boom...any chance it isn't(i.e. nothing left in tank or it went out with a different %02 than it came in with and it needs to be o2 cleaned.
