For neon (or argon) to glow, it must be VERY dilute, and no other gas with it (i.e. a near vacuum), and put the correct sort of electric current through it. Then the current knocks electrons out of the neon atoms, and the electrons emit light as they fall back into their normal orbits round the atoms.
