Remember that visibility is 20 feet.  It might be worthwile descending along
the line to see if the other diver is completing deco.  If you have more
gas with you, you might be able to keep them from missing a stop. Someone
inflated the first victim's BC, it might have been a partner who blew the
dive plan attempting a rescue and now has too little gas.
