The courses I did covered all nitrox mixes and only pointed out in passing that NOAA I and NOAA II were specific mixes. It was suggested that shops would stock these "standard" mixes but never that we would be tied to them. It was more of a convenience thing - if you took a "standard" mix you get away from the shop quicker. The shop I buy from doesn't draw any distinction - except for requiring the correct level of equipment O2 preparation. I don't think much of the technical nitrox course. The one given here is noddy and really only covers CNS tracking. The people that have done it (I have only looked at the IANTD instructor course notes) did it as part of the trimix course because it is a pre-requisit. No-one I've spoken to feels it is justified as a separate course. From the course content I don't think there is anything particularly technical or advanced about it.
