Doug or anyone else: I have the letter from Luxfer that addresses several of the matters Doug mentioned in his informative post about composites. The exemption for underwater use is from DOT. One of the things Luxfer is checking is how the tanks have fared from expanding and contracting during filling/emptying cycles. According to Luxfer there will not be available for some time smaller volume bottles (<45cf) but rather only larger volume bottles. This doesn't help the rebreather industry. If any rebreather manufacturer is using composite bottles in their units, according to Luxfer, the bottles would not have DOT approval for underwater use. E-mail me privately for fax of documents and Luxfer contact person with the scoop and scooper. The 4500 psi bottles are great for deco gases because they are, heightwise, about the size of aluminum 30's and have a slightly larger diameter. As I mentioned previously, there is a new tech carbon fiber bottle being tested with no metal liner.
