This one is easy. PADI has the most structured Instructor developement program. They are just weak in experience requirements. ANDI, at least when I took the program 5 years ago, was a joke. One classroom lecture, no dives. poof!!!!!!!! Instructomundo you are. Not liking their program (ANDI), I contacted IANTD (IAND at the time). I spent a week with Billy Deans, and then another week with Tom Mount. No comparison, IANTD is the way to go. TDI, I spent a week with Rob Palmer and Bret Gilliam. Although all three (ANDI, IANTD, TDI) do not have quite as structured an Instructor program as PADI, we must remember that when becoming a technical Instructor, you are already a nationally recognized recreational Instructor. So does the technical agencys have to be as formal in training as PADI? I don't know. Raimo.
