Paul, Unfortunately I have to agree with you that there is a lot of 
diference in the quality from one instructor to another.  I have seen a 
number of instructors in my area that teach very quick, slipshod courses 
and at the same time have seen a few that teach very thorough classes.  
The question comes down to how do you tell what they will be like before 
you hire them or work with them as the case may be?  Don't bother 
checking their c cards, find some of their past students and quiz them on 
what you feel is the minimum they should know for their cert. level.  
This will tell you more about that instructors level of teaching than any 
c card or evaluation can.
