The purpose of standards for a diver training agency is multi facted as 
reflected below:
1. Standards insure universal training within an agency
2. Standards provide a minimum performance and theory level in training
3. Standards protect the consumer by insuring that an accepted standard of 
    education is maintained
4. Standards assist in avoiding rogue instructors and unsafe courses
5. Standards protect the instructor and facility
6. Standards are mandated in order to secure insurance and to have a liability 
    curtain in a court of law
7. Standards assist the consumer in intelligently evaluating a program
8. Standards reflect the philosophy of the organization
9. Standards provide a quality control mechanism for instructors and 
    facilities
10. Standards provide an example for non training "code of practice in diving"

Standards from trasining agencies do not govern diving activities by 
individuals not involved in a course or in a facility or instructor position. 
Therefore even rigid standards and training will not prevent individuals from 
behaving in a different manner once the training has been completed.
