An addendum to what Raimo said about PADI instructor training. Although it's true that you could theoretically become a PADI instructor without any experience in teaching, it's highly unlikely. And because of the required divemaster certification prior to starting the IDC (instructor course), such a scenario would require complicity with the instructor giving the divemaster certification, and with the evaluatorS (plural!) giving the evaluation. Simply put, you cannot pass a PADI IE based solely on what is taught in an IDC. The IDC provides information that is used in conjunction with a strong basis of scuba and instructional skills to provide a sum of knowledge and skill that allow you to pass the IE. And the last time I looked, you couldn't emerge from your IE, take the Master Instructor course, and be awarded MSDT status two days later -- unless you're the best damn moonlight dive instructor the world has ever known. There's a minimum number of students that must be certified before MSDT is given, and a minimum number of specialty training courses that must be mastered first. I'll give Raimo credit, though -- he notes with great accuracy that all instructors are not created equal. And that's something that's not specific to any agency, either.
