Actually, you are at least a DM, and with the new experience requirements have
40 more dives and 1 year of experience from the date of your OW cert.
(this means, 40 dives to begin DM training, 60 dives before completion of DM
 training, and 1 year certified and 100 logged dives to be instructor)

Not anymore.  PADI has changed this, you now have to certify 25 divers before
you can begin the MSDT program.  Then you have to complete 5 specality 
instructor courses, THEN you can get the MSDT stuff.

True.  But all cert agencies are.

Basically, I'm just picking nits w/ your padi standards.  They've been changed
recently, and your post was inaccurate from that viewpoint.

Personally (I just completed the PADI instructor stuff) I don't think that 
either the instructor training or the diver training is sufficient.  I
believe that it is a reflection of how safe diving really is that we don't 
have recreational divers dropping like flies.

In my opinion, the OW courses offered by the training agencies do not qualify
a diver to dive without professional supervision, DM, AI, or instructor along.

After completion of say 25 dives at that level, and completion of additional
training (call it AOW) under various conditions comprising of, say, 15 
training dives under various conditions then the diver is probably qualified
to venture out w/o the supervision of a DM or instructor.

I've never liked the time requirements, it should be experience.  I know
divers who've been certified for 10 years, and probably have 20 dives.  I
know others who have been certified about 1 year, and have logged 100+
dives.  I know who the better diver is!

But your point is well taken, and I don't believe any of the agencies that 
I've seen so far are really doing a good job of training their students to
a level that I'd consider satisfactory.  Some instructors do, and their
agency doesn't seem to matter much.  But you won't find any particular 
concentration of good instructors in any particular agency, the distribution
seems to be random.
