The helium, yes. The physiology yes. The gear configs and procedures for bounce dives no. Deep commercial is mostly sat. Military is mostly...well, I don't know what military is mostly. Both groups have chambers, stand-by divers, surface-supply gas, etc etc etc. I've learned a lot from the military and com. divers (what little useful specifics besides physiology has been published). But the equipment I use and the techniques I use were not, for the most part, developed by either of these guys. But your right on the big picture. By "cutting edge" I meant only within the context of non-commercial civilian divers...sorry, should have been more specific (after all, the standards that were the subject of the thread were not for military or com divers....and as you say, I don't think many of their standards are realistic for what many of us are trying to do).
