Good point -- but especially consider that emergency situations will never be as well learned as ordinary tasks, so you have to plan the max impairment level for a level lower than what might be acceptable for ordinary tasks. I think this is the big point most agencies and divers miss -- they ignore the task and stress loading that go with handling emergencies.
