I spoke with John Griffit, the owner of OMS, and he stated the following:

"The DO NOT OVERPRESSURE stamp is an OMS requirement, not something any
government agency requires.  The stamp does away with the sticker we used to
put on the tanks and serves, in part, as legal protection for us, and
protection for the people filling the tank.  The manufacturer of the
cylinder remains the same and the material used is a proprietary alloy of
chrome-molly.  Note that OMS cylinders are the only cylinders on the market
that are ultra-sonically tested."
