I think it has more to do with the capacity of the batteries.
Assuming 12 Volts the cells in question can deliver 4 Amps for 3 hours
or 12Ah at this discharge rate. If this light is waterproof I can then
pick a bulb that suits my need and dive happily ever after.

On the other hand if I bought a light rated at 100 lumens I would
have no idea really about what I was getting myself into.
