The maker of my big dive light told me that according to the manufacturer
(Sanyo?), the NiCad batteries he uses in the light do not develop a memory.
Thus, he says, I do not have to worry about fully discharging the light
before
charging it again, unlike lights with older NiCads.

Hardware engineers out there - have NiCad manufacturers in fact solved the
problem of battery memory, or should I still worry about this?

John, I've felt people sometime exaggerate the problem more than it
actually is. If you repeatedly discharged a battery to say half power
over many continues months then your batteries might develop a memory.

If a battery does develop a memory it can be fixed. The technique is
called deep cycling. It involves discharging your battery through a 2 or
3 ohm resistor then a rapid charge. The process needs to be repeated 3
or 4 times. This process allows the batterey to hold a full changed
once more.
