From what I can make of the the ''OSHA'' regs this is still a gray area and
can be interpreted several ways.  Is there a difference between a commercial
or industrial dive site and a class room setting?  My .02 cents says, yes
there is significant difference and ''OSHA'' has no business there.  Unless
of course  it is a commercial dive school.

ASTM has a committee that deals with recreational diving.  Recreational
diving should be left to them. After all most standards developed by ASTM and
adopted by the U.S. Government.
