Reading your question literally, I would say "yes" because I generally experience narcosis on the bottom soon after initial descent, before I even begin decompression. However, I have a hunch that your point was that the brain damage I was refering to might have been the result of intravascular gas, rather than high dissolved PN2. For a variety of mostly subjective reasons, I believe that some of my suspected "brain damage" is more closely correlated with exposures to high PN2 than it is to decompression violations. In other words, the effect seems more pronounced after 300-foot dives with EXTREMELY conservative decompression than after 200-foot dives with very UN-conservative decompression. But of course, some controlled studies would be needed before elevated-PN2-induced brain damage can be regarded as "real".
