The mines to dig fresh metal etc won't last for ever. There has to be a limit to what the dead and uninterested vaguely-defined large corporations / etc keep out of use of the living and active. This will end up likely with the sea itself getting `possessory title' to it, by dissolving all metal parts away to waste, unless SOMEONE salvages it all first.
