	Such a regulator is certainly possible, but unfortunately in the 
	hands of the untrained, a lethal weapon. Most of us carry O2 systems 
	that, regardless of skill level (or lack there of), do not make the 
	situation any worse. The regulator you describe would require a great 
	deal of training to avoid doing damage.
