Try using a larger bag (eg 100lb lift capacity), and then fill it such
that when it reaches the surface it will be only half-full. Keep tension
in the shotline either by holding it, or tying-off something heavy to the
reel at the bottom (lead, flashlight, artifact bag, etc.

My main float for this purpose is a bright orange tube about 4 feet long
and 3 inches in diameter.  I have it marked-off at different depths from
10 feet to 250 feet so I know how much to fill it at whatever depth such
that it is full when it gets to the surface.  The advantages of this
system are that it's extremely compact, it doesn't swamp (the tube is
sealed; gas is added via a small valve like the kind on aircraft life
preservers), it doesn't transmit energy from a rough sea surface, and it's
clearly visible at the surface from a long way away. Disadvantages are
that it doesn't provide much lift (you have to control your own bouyancy very
well), it's not as visible in rough seas, and if you mis-calculate on the
amount of gas you put in it, it might burst or pop the little valve off,
or not have enough gas to float erect.  One other thing: this type of
float is difficult to inflat underwater if you're useing a FFM.

Avoid anchoring the boat whenever possible.  I have several other tricks,
but most of them apply to very specific conditions.
