Up until a few years ago PADI was a non-profit organization.  Without warning 
and without member input (Instructors, etc. were supposed to be voting 
members), they switched to profit, and sold off to Ralf Erickson (PADI 
President) and John Cronin (U.S.Divers President).

Training became much more lax, and almost any jerk could certify instructors 
(I know of one who is still in business, and is a crook from the word "go".). 
 Example - a person with a steel plate in his head, subject so seasures and 
sudden black outs.  He is a Scuba Instructor, but not allowed to drive!  I 
refused to train this person, but the "course director" taught him anyway.  
All he saw were $$$ (the diver had a multi-million dollar settelment from a 
law suit.)

Thankfully, this aspect has changed.
