This sounds like an *EXCELLENT* idea!!  Why hasn't anyone ever suggested
it before?  The only problem I see is that an instructor is more likely to
be able to accurately assess the skills of the diver after a course, than
some representative of a certification agency.  That problem could
probably be solved with clever certification testing procedures.

I like this too...except I would broaden it to say "Any person who
willingly goes underwater entrusting his/her life to breathing equipment
is OBVIOUSLY stupid...." ;-)
