I had the same question... here's what I found:

On November 1st, an intruder exploited a loophole in the web
server that supports this site. Amongst other things, they
uploaded and ran a program that infected the system and did
significant damage to files on the web server.
We have restored most of the system, but some files are on
tapes that had just been sent off-site. Only older, out-of-
date copies remain on-site. The TechDiver subscription list
is one such file.

We have manually resubscribed all folk who have posted to the
list in the last few months.
So I expect that there are still a large number of people (lurkers)
who haven't been resubscribed.
