Rich, I think now you are just trying to be insulting for no reason. 
Look, I'm not saying that *I* would do this.  I said it's a 
"scenario".  It's possible.  People do this.  Therefore, stickers 
don't mean shit.  Requiring stickers is stupid, because they don't 
know if a tank is clean just because it has a sticker on it.  In my 
case, they know, because they know I take care of my gear and they 
know me because they see me 3 days a week.

I'll try to be less vehement in my argument next time, I wasn't 
trying to offend you.  I was just trying to point out that stickers 
don't mean anything, and got carried away a bit.
