Essentially it's a great big reel about a foot and a half long. If you need to make an ascent and don't have an anchor line to use, you send up a lift bag with the loose end of the rope, then once it hits the surface you cut the rope and tie the other end off on the wreck and make your ascent. Recently the line is biodegradable, so once you reach the surface you just remote the end from your lift bag and leave the rest behind. I've also heard of a variation where instead of cutting the line off once the lift bag reaches the surface, you wrap it around something, and keep the line running as you make your ascent.
