Its a 30 or so cm long tube of aluminum with a 100 or so meters of sisal 
line wrapped around it.  It is designed to be carried on the back next 
to the pony bottle or in between your independent doubles :)
The idea is that since the line is biodegradable, you can tie one end 
off to the wreck, send up a lift bag, and make your own upline.  Once 
you're at the surface, you simple cut the line free and let it float 
back down to the bottom to rot away.
